Is Podcasting in a Slump?

According to the most recent stats by the Podcast Index, there are 315,000 active podcasts (based on publishing at least one episode in the last 30 days), with 446,000 in the last 90 days.

Given there are 4.2 million podcasts listed in the index, are the seemingly low numbers (around 10% of all podcasts actively publishing) a cause for concern, or an opportunity for podcasters in the long term?
